When Gothel is tricked into returning to the tower, she is stuck there forever, as she had been lying to everyone throughout the entire movie (for instance, telling Rapunzel that she was abandoned by her parents, when she kidnapped her, and later lying about why she lied in the first place, or her implied lies that started the feud.), and she deliberately made the spell unbreakable even by herself.
